To begin making the Vietnamese Rice Pockets With Caramelised Onions & Chillies, pressure cook the rice with 2 cups of water in a pressure cooker for about 3 whistles.
Once done allow the pressure to release naturally, set aside. Keep the idli steamer over a medium heat with enough water below, for at least 5 minutes until the steam starts.
